tests: add basic topotest for VXLAN EVPN
This test creates a 5 box setup with 2 hosts, 2 PEs and a P router
it checks for
1. VNI VTEPs being communicated between zebra from PE1 to PE2
and vice versa.
2. MAC addresses from host 1 being learned by PE1 and signalled
to PE2 over BGP
