config: Give the option of disabling run as user/group
Leave "user/group" unset when explicitly configuring with
"--disable-user" / "--enable-user=no" and
"--disable-group" / "--enable-group=no"
This allows quagga to skip unsupported system calls such
as setuid() on certain platfroms.
