zebra: protodown-up event trigger interface up
Vxlan interfaces flap (protodown/up) event,
non ptm operative interfaces do not come up
as protodown up event do not trigger "if_up()"
event.

Testing Done:
validated interfaces flaps, ip link down, ifdown
and protodown followed by UP event. all Vxlan interfaces
come up in bgpd post flap.
