This is causing build issues on BSD by including (transitively)
`linux/mroute6.h` - try to address by disentangling the headers a bunch.

The int return value is never used. Modify the code
base to just return a void instead.

There was some code missed during the upstreaming process
due to code squash. Identify and put into a commit
to keep code consistent and correct.
