doc: clarify bfd parameters' overriden method
Here "new" is very puzzling. If new parameters with default values on peer
configuration node are set, they will not be used yet.
So just clarify it:
Only "non-default" values on peer configuration node are set, they can override
the conrresponding values from profile.
