isisd: Add new macros to define Sub-Sub-TLV ops
Add two macros `SUBSUBTLV_OPS` and `ITEM_SUBSUBTLV_OPS` that help the
developer to define the TLV operations for the IS-IS Sub-Sub-TLVs.
