bfdd: cleanup vrf handling in packet receive
We get the pointer to the interface on which the packet was received
right at the beginning of bfd_recv_cb. So let's use this pointer and
don't perform additional interface lookups.
Also explain in more detail how we process VRF id with different
backends.
