zebra: move from NDA_NOTIFY to NDA_FDB_EXT_ATTRS
Use the new nested NDA_FDB_EXT_ATTRS attribute to control per-fdb
notifications.
PS: The attributes where updated as a part of the kernel upstreaming
hence the change.
