topotests: Make 'LinuxRouter' a class of 'Router'
Modify the LinuxRouter code such that it inherits from the
Router class. This is setup work for (a) pulling out linux
specific config from class Router and (b) creating a FreebsdRouter
that inherits from class 'Router'.
