Subject: [PATCH] doc: Fix Debian 9 build instructions

Using /var/run/frr as a localstate directory will allow
debian9 to just delete that directory on every reboot.
This causes issues for people who are new to the system
in that FRR will just stop working on a reboot.

Instead just point people at a better spot.
