Make initializing smux connection configurable - "smux peer OID" command

reducing various configure options.

All access lists (IPv4 and IPv6) are used by all daemons to limit access to
vty.

Initialize access lists here as well.

This code didn't survive valgrinding. I wonder how it survived normal run.
