[build system] cleanup --enable-snmp by removing ucd-snmp cruft

* configure.ac: Cleanup the hideous {net,ucd}-snmp section
  by removing ucd-snmp. Hence fixing detection where
  net-snmp is installed in /usr/local (Boris Kovalenko reported
  the problem).
