debian: Debian fixups

debian: Debian fixups

This commit does two things:

1)  Fixes package name to have ...+cl3u1
2)  Allows the build to determine if we are building
a debian package on a init.d or systemd style system
and to do the right thing.
3)  Fixed quagga service file naming
